Following the April 2007 shootings at Virginia Tech University, a governor’s panel made the following recommendation:

Incidents of aberrant, dangerous, or threatening behavior must be documented and reported immediately to a college’s threat assessment group, and must be acted upon in a prompt and effective manner to protect the safety of the campus community.

But what kind of body should that “threat assessment group” be? How should it coordinate with the rest of the campus? And what does “prompt and effective” response entail?
