Mission-Centered Budgeting in Times of Fiscal Stress and Uncertainty
Colleges and universities, both today and for the foreseeable future, will continue to operate within deteriorating environments dominated by fiscal stress and uncertainty. While some of this is caused by the lingering effects of the recession of 2008, much more of it is attributable to longer-term trends and factors. These include at minimum the following: changing demographics; student body academic underpreparedness; financial aid demands; declining state governmental support; perceptions of education as both a private and public good; increased competition, especially from for-profits; and increased regulatory demands for accountability and assessment of learning outcomes.
