“By having a plan, by saying six months before the budgeting process even starts, ‘next year we are planning on developing these courses for this reason,’ instead of saying, ‘Oh by the way we’re going to try doing this and this,’ all of a sudden it really shines a light on distance learning.” So says Paula Ascher, arguing for having a plan for your distance education program.
