Universities are experiencing a funding crunch, and they have for several years. According to the paper, Thirty-two Trends Affecting Distance Education: An Informed Foundation for Strategic Planning, by Scott Howell, Peter Williams and Nathan Lindsay (Online Journal of Distance Learning Administration, Fall 2003), the climate of economic recession that existed at the time of the articles writing had created combined state deficits higher than those seen during the Great Depression.
