Debora Osgood is a partner in the education group at Hogan Marren Babbo & Rose, Ltd. She is a nationally recognized expert on the civil rights laws and regulations that govern colleges and universities. Before joining the firm this year, Osgood worked for 25 years at the U.S. Department of Education, Office for Civil Rights (OCR). In her 25-year career at OCR, Osgood worked on many of the agency’s highest-profile Title IX cases. In private practice, she consults and provides training on Title IX issues to colleges and universities across the country.
Osgood is a frequent speaker on civil rights and education issues. At HMBR, she has represented educational institutions, including public and private colleges and universities, accrediting entities, and nonprofit organizations, on a wide range of educational policy and legal issues. Her area of specialty is advising educational institutions on how to best position themselves to avoid claims of discrimination by students and employees and how to effectively respond to these claims.
