Ms. Debora Osgood is a partner in the education group at Hogan Marren Babbo & Rose, Ltd. She is a nationally recognized expert on the civil rights laws and regulations that govern colleges and universities.
Before joining the firm this year, Ms. Osgood worked for 25 years at the Office for Civil Rights (OCR) in the ED. She first served as the director and chief attorney in the Chicago OCR office and later as the national enforcement director overseeing civil rights investigations conducted by OCR’s regional offices. In her 25-year career at OCR, Ms. Osgood worked on many of the agency’s highest-profile Title IX cases. In private practice, she consults and provides training on Title IX issues to colleges and universities across the country.
