Generation Expendable?

There’s no denying these are hard economic times. We’ve heard this is the worst job market for academics in decades. We understand newly minted PhDs who fear they will be unable to find a tenure-track job. We’ve heard the exhortations of university presidents who have presided over budget cuts and furloughs. In this economic climate, does it make any sense to give terminal offers in the wake of tenure denials?
